$5.4 M Infrastructure Bond

The Eastchester Board of Education authorized a bond in the amount of $5,400,000
which was approved by voters (Yes 1138, No 691) on Tuesday, February 6, 2007.  The
bond proposal was for the replacement and repair of roofs and gutters throughout the
district as needed and the upgrading of fire alarm systems at Greenvale, Anne
Hutchinson and the Middle School.   Although voters voted on the full amount of the
bond, the expectation is that Excel Aid from New York State which is approximately
$913,951 will lower actual expenditures to $4,486,049.

CARE supports the responsible repair and maintenance of our district's school facilities.   Our
group has spent a good deal of time reviewing the materials provided by the district and has
concerns with an estimate that has increased approximately 40% since last year.  Yes, costs
increase but given the discrepancies in the reports provided we are understandably dubious.  
The statement of work to be performed needs clarity.  Why a vague proposition that states the
bond is to "reconstruct and construct improvements"?  In addition, we want to be certain that the
work being proposed is truly necessary and accurately assessed.   For example, why are the
Greenvale fire alarms now being upgraded when that was deemed unnecessary only a year ago?

Our support of needed repairs should not be mistaken for permission to spend irresponsibly.    
We continue to look for transparency and accountability.
